Promotions, meal deals, discounts and surcharges

A promotion is one offer, set up once, that every till, the QR page and the kiosk price the same way: a meal deal, a happy hour, "spend more, save more", a code for first orders. Named discounts are the ones staff give by hand; surcharges add to the bill (a public holiday, a packing charge).
